What does Planning Do?
Planning Services is responsible for the long-range planning of the Town, including managing land uses and promoting efficient, effective and sustainable development.
Implementation of the Town’s Official Plan policies is accomplished through the use of a number of different tools, including secondary plans, subdivision approval, site plan control, zoning, community planning permit system (Our Shores CPPS), part lot control exemptions, Committee of Adjustment, ongoing policy development, and review of previous land-use decisions.
Planning Services works closely with the building services, engineering and economic development departments to respond to general inquiries related to land use in the Town as well as specific inquiries related to development applications.

These applications propose 33 lots for single detached dwellings on private septic systems and Town water. The proposal includes lots fronting onto Shore Acres Drive as well as lots fronting onto an internal public road. Other components of the proposal include 2 environmental protection blocks, a stormwater management block, an open space block and a road widening across the Shore Acres Drive frontage.

Applications to amend the Official Plan (D09-2020-003) and Zoning by-Law (D14-2020-002) have been received to remove the occupancy restrictions for the Resort Residential Units in Friday Harbour. The change would allow owners to occupy the Resort Residential Units for up to 365 days a year.
Currently restrictions exist on how long a unit can be occupied by an owner (e.g. maximum 300 days a year, maximum 185 consecutive days). No changes are proposed to the development itself, including number of resort residential units, hotel units, or minimum requirements for recreational or commercial facilities.

An open house was held at the Cookstown Library February 13, 2020 and a public meeting was held on February 19, 2020 at the Town Hall to discuss the proposed amendments.
The proposed amendments are scheduled for consideration by Council on August 12, 2020.
Official Plan Amendment and Zoning By-law Amendment applications have been submitted to permit up to 3 street townhouse units or semi-detached units with the existing 3 unit sewer allocation currently available for the subject lands through Council, together with a future development consisting of an additional 7 street townhouses fronting on Wellington Street and 18 condominium townhouses fronting on a private road, to be constructed when sewer allocation is available, subject to a future Environmental Assessment process for Cooktown servicing options. The applications propose to maintain the existing single-detached dwelling on the property, located at 24 Wellington Street.
Effect of Official Plan Amendment:
To redesignate the area shown in blue on the enclosed key map from “Residential Low Density 1” to “Residential Medium Density Special Section” to permit a total of 28 units comprised of townhouse units or a mix of townhouse and semi-detached dwellings once additional sewer allocation is available in Cookstown.
Effect of Zoning By-law Amendment:
To rezone the area shown in red on the enclosed key map (lands known municipally as 22A Wellington Street) from “Residential 1 (R1) Zone” to “Residential Townhouse Exception Hold (RT-X(H)) Zone” to permit 3 street townhouses or semi-detached dwellings based on existing sewer allocation. A Hold (H) is proposed to be placed on these lands until wastewater servicing is allocated.
A Concept Plan of the proposed 28 unit development is enclosed with this notice. Please note this is conceptual only. A future public meeting would be required for discussing the details of the layout at the time future sewer allocation is available, at which time the balance of the subject lands would be rezoned and subdivided.
