Consultation has concluded

On June 24th, Staff presented a report to Council recommending the transfer of the Town-owned property located at 3122 25th Sideroad to Habitat for Humanity for the purpose of providing affordable home ownership to qualifying families. The project will focus on building a development that embodies sustainable design, affordable housing and community engagement.

SUSTAINABLE DESIGN

One of the requirements of this project is that it be built to one of the most stringent sustainable construction standards: Passive House. This standard results in homes being up to 90% more energy efficient than a typical code built home. This will be the first affordable and sustainable housing project of its kind in Innisfil and will set the bar for future development.

Staff will also be using this project to explore and pilot sustainable site design - such as permeable paving, drought-tolerant landscaping, rainwater collection, tree preservation etc.

Housing affordability is an important matter to consider in the planning of healthy and sustainable communities. With the current COVID-19 crisis and the rising cost of Housing in Ontario, we understand now, more than ever, the need for some economic stability.

This project, led by Habitat for Humanity Huronia, will provide affordable home ownership to multiple deserving families and an opportunity for these families to build equity and be able to purchase a market priced home in the future. COMMUNITY ENGAGEMENT

In the spirit of community involvement and transparency, we are deliberately reaching out wider and earlier to residents to engage them in this project. Staff will continue to engage with the public throughout the various phases including the planning approvals process where residents will have a chance to provide input on the project’s built form.

In addition to public consultation through the planning phases, we will also be looking for ways to include the community in the project's design and construction. This may include incorporating community design features (such as a community parkette or community garden) on the site, as well as hosting Habitat build days where community members can assist in the project's construction.

If you have other ideas about how the community can get involved, please reach out!

NEXT STEPS

The Project will require an Official Plan Amendment, a Zoning By-Law Amendment and a Site Plan Agreement. These are planning processes which look at the land use, site design, and built form of the Project and these processes can last anywhere from a few months to over a year. The public will be kept up to date on the progress of this approvals process through public consultation and input.

At this point, should the Project complete all of the above steps, we would expect construction to begin sometime in late 2021 or early 2022.

    Hi Carm,

    Thank you for the great question.

    One commonly referenced definition is ‘housing in which the rent or mortgage payment does not exceed 30% of gross annual household income for low or moderate income households’. However, affordable housing is a pretty broad term, can mean a lot of different things, and has different definitions depending on who you ask. In the case of this project, our focus will be to provide affordable home ownership to lower income families so that they may have the opportunity to own their home and build equity.

    Habitat for Humanity has a process for screening and identifying qualified families and will typically set up a mortgage payment structure that is geared to their income. This may set a cap to the mortgage payment (similar to the 30% mentioned earlier) to ensure that housing remains affordable and that families have money left over each month for life’s other expenses.
